The Ring Motor Road – Leningrad Region Open Joint-Stock Company (OAO KAD-L)  is a commercial structure established on the basis the №7-p Leningrad Region Government Decree of January 16, 2002.  The company develops infrastructure of the Leningrad Region segment of the Ring Motor Road, organizes real estate development and land utilization in the area of the Leningrad Region segment of the Ring Motor Road and other principal motor roads of the region.  All the KAD-L shares belong to the Leningrad Region State Property Administration Committee.

In accordance with the Decree of the Leningrad Region Governor (№572- рг, October 28, 2002) upon the tender results KAD-L was granted a special status of the company  officially authorized by the Leningrad Region Government to administer development of the Leningrad Region territories adjoining the ring motor road around Saint-Petersburg (hereinafter – the Territory).  This Territory was included in the list of a special control town-planning activities or regional value by the Leningrad Region Government verdicts №120 of November 30, 2001 and №196 of October 31, 2002. 

According to the №120 State Contract of November 30, 2001 KAD-L, as an authorized structure of the Leningrad Region Government (filing number D 47/31/10/02/0010), was granted the rights necessary to administer the indicated Territory, in particular, the following rights on  (para. 2.1 of the State contract):

• Working out of the town-planning documentation corresponding to the approved zoning layout of town-planning and building development of particular areas (Territory); 
• Development of project documentation for implementation of the land use planning and management of particular Territory segments and for construction of the mutual site objects of engineering and transport infrastructure corresponding to the approved zoning layout;
• Land use planning and management of the Territory;
• Construction of the mutual site objects of engineering and transport infrastructure in accordance with the approved zoning layout and project documentation;
• Compilation of conformances on correspondence of the prospective construction conditions to the approved zoning layout;
• Participation in elaborating (or elaborating) of tender documentation for the land auctions on plots located within the territory borders.

KAD-L successfully supports investment projects of its clients in other but the Territory areas of Leningrad Region.
KAD-L facilitates legal entities with their investment projects implementation in Leningrad Region, including:
• Land plot selection and allotment documentation preparation in accordance with the investors’ requirements;
• Provision of preparation and legalization of all the necessary for an investor documentation for long-term lease or land transfer;
• Clears town-planning and licensing documentation at the State Administration bodies on each stage of an investment project implementation;
• Provides other services to investors in the process of the investment project implementation.   

As an officially authorized structure of the Leningrad Region Government KAD-L guarantees full transparency and juristic purity of the entire procedure of the long-term lease and/or acquisition of land lots in the territory of Leningrad Region.  KAD-L carries out all obligations foreseen by the State Contract with the Leningrad Region Government on the high professional level. The company takes off risks in the contract signing process, saves time and efforts of its partners providing them with the full scope assistance in project monitoring.
