Vladimir V. Rybalchenko

Director General, The Ring Motor Road – Leningrad Region Open Joint-Stock Company

Vladimir V. Rybalchenko (born January 27, 1957 in Kazakhstan) graduated Leningrad State University in 1984 majoring in geophysics.  
Vladimir Rybalchenko started his professional career as mechanic at the Ordzhonikidze passenger auto enterprise in 1973.  In 1975-76, he continued his career as a driver.  In 1984-87, Rybalchenko worked as engineer at the Leningrad Research and Development Vector Institute.
In 1987-94, Rybalchenko co-chaired Orion, one of the first in St. Petersburg private (cooperative) companies.  In 1995-2002, he served as President of ZAO Northwest Coal Company.  On July 19, 2002, he was appointed Director General of the Ring Motor Road – Leningrad Region Open Joint-Stock Company.

Aleksandr A. Brakhno

Deputy Director General on Strategic development, Member of the OAO KAD-L Director’s Board

Aleksandr Brakhno (born on March 5, 1942) graduated from the Leningrad Institute of Civil Engineering in 1964 majoring in automobile road and bridges construction. 
Aleksandr Brakhno served as Chief Engineer of the Road Building Office of the Leningrad Region Road Building Directorate, Maintenance Superintendent of the Moscow-Leningrad motorway, Chief of the Tosno Repair and Construction Site of the Lenautodor Directorate. 
Since 1996, Brakhno is Chair of the Road Committee of the Leningrad Region Government; in 1999-2005 he served as the Vice-Governor and the Leningrad Region Government member.
He was member of the Tosno City Council and the Leningrad Region Council of People’s Deputies. 
Brakhno is an Honored Builder.  He is recipient of a number of State Awards, including the Red Banner of Labor, the II degree St. Vladimir order, and the II degree Medal of Merit.

Aleksandr I. Veretin

Deputy Director General On Public Relations and Communication with Media

Aleksandr I. Veretin (born October 13, 1956) graduated the School of Journalism, St. Petersburg State University in 1980 and the Leningrad Higher Party School in 1988.  
In 1975-1990, Veretin worked at the city daily “Smena,” and later at the city port newspaper “Baltiets,” where he was the editor since 1985.  In 1990, Veretin was appointed Deputy Editor-in-Chief of the Leningrad Region Trade Union Council newspaper “Edinstvo” (“Unity”).  In 1991-1995, Veretin was the Chief of the Leningrad-St. Petersburg Legislative City Assembly Press Center; in 1996-2006, he served as the Chief of the Leningrad Region Government Press Center. 
Veretin is the author of two books: “Withstanding” and “Mariinskiy Palace in the History of St. Petersburg and Russia” (co-authored with Gennadiy Petrov).  He is recipient of the Ministry of Defense medal “For Strengthening Military Fraternity.”
